The proposed framework is designed to bolster the foundational services of the national blockchain infrastructure, enabling seamless cross-platform recognition of digital identities.
Under the draft regulations, a distributed digital identity is defined as a novel identity model leveraging blockchain and other distributed technologies to allow users autonomous control over their identity data. These identities comprise identifiers, cryptographic keys, verifiable credentials, and verifiable statements, applicable in scenarios such as digital account management, login authentication, and data authorization. The initiative specifically targets fragmentation issues hindering identity recognition across different regions, industries, and platforms. Public comments must be submitted by July 18, 2026.
