Per Woofun AI, Norwegian Prime Minister Jonas Gahr Stoere has disclosed a comprehensive regulatory framework that imposes a near-total ban on generative artificial intelligence tools for elementary school students. This policy, set to take effect at the start of the new school year in late August, aims to mitigate learning interference and address declining educational test scores. The government previously banned smartphones in schools by 2024 and empowered teachers with greater disciplinary authority.
The guidance standards delineate usage by age group: primary students (ages 6 to 13) are prohibited from using AI tools; middle school students (ages 14 to 16) may use them cautiously under strict teacher supervision; and high school students (ages 17 to 19) are expected to learn correct AI application for future workforce readiness. Officials argue that early reliance on AI weakens critical foundational skills such as reading, writing, math, and independent thinking, necessitating this age-tiered approach to safeguard learning quality.
