The plan transfers these tokens from the treasury to a multi-delegation contract, allocating 1 million tokens to each of five stakeholder categories: users, integrators, developers, traditional domain system participants, and the governance community.

Up to 10 candidates per group would be selected based on specific criteria, receiving voting rights without financial benefits. Voting power would be reallocated if delegates fail to vote for over six months. This initiative addresses the current crisis where a single agent can pass proposals independently, alongside declining delegation totals and low participation. The proposal remains in the feedback phase.
