Chinese AI Chip Budget Share Rises to 46% Amid HBM Supply Constraints

A survey of 60 executives across software, finance, and manufacturing sectors indicates that 80% have exceeded their annual infrastructure spending limits due to high project costs.

Restrictions on Nvidia’s H20 chip are accelerating adoption of solutions from Tencent, Alibaba, Huawei, Phytium, and Cambricon. While the government targets 80% domestic supply for core technologies with a 2 trillion yuan investment over five years, High Bandwidth Memory (HBM) acquisition has become the primary supply chain bottleneck. Local manufacturers such as Sunway Storage are expanding production to address global memory shortages.
