Woofun AI reports that U.S. Senator Ron Wyden has written to Senate Majority Leader John Thune and Minority Leader Chuck Schumer, advocating for the inclusion of Section 604 in the Digital Asset Market Clarity Act. Wyden argues that non-custodial blockchain developers should not be classified as money transmitters solely for creating software that enables users to manage their own digital assets.
Coin Center executive director Peter Van Valkenburgh, DeFi Education Fund research head Alex Thorn, and Galaxy Digital have expressed support for this stance. Thorn clarified that backing developer protections does not imply full endorsement of the CLARITY Act by Wyden. Wyden emphasized that the provision excludes those engaged in illegal activities, aiming to redirect law enforcement focus toward criminals and unlicensed services rather than neutral software creators.
