He posits that AI supplies machine-driven intelligence while blockchain provides property rights and settlement, enabling agents to act as independent economic entities.

Allaire defines three layers: a currency layer using stablecoins for settlement, a middle layer of smart contracts for coordination, and an execution layer driven by AI. He argues these software-based layers reconfigure traditional institutions by replacing national banking systems, shifting legal enforcement to global code, and substituting local labor with borderless AI agents.
