The U.S. Department of Commerce had previously considered adding multiple Chinese AI labs to the Entity List, and the White House discussed mandating security responsibilities for US companies hosting Chinese models. These proposals were paused last year due to innovation concerns but have resurfaced as officials favoring open competition depart, allowing national security hawks to gain influence. Although a direct ban is not certain, procurement restrictions, security warnings, and Entity List threats could compel US firms to abandon Chinese models, potentially benefiting OpenAI and Anthropic by removing cheaper, comparable open-source competitors.
