Woofun AI reports that the United Nations Office on Drugs and Crime (UNODC) released a report indicating decentralized criminal syndicates in Southeast Asia have consolidated into a unified criminal economy utilizing shared fraud and money laundering infrastructure. The UNODC estimates that fraud activities across East Asia, Southeast Asia, Australia, and New Zealand resulted in losses ranging from $88.3 billion to $114.1 billion in 2025, with significant volumes attributed to crypto investment and romance scams operated from industrial parks, where proceeds are laundered on-chain.

The report identifies personnel from at least 80 countries within these scam compounds, noting recruitment efforts targeting individuals with proficiency in European and North American languages.

Additionally, malicious advertising increased by 42% year-over-year in 2025, while satellite internet connectivity has enabled criminal operations to persist in remote areas.
