A) Bitcoin change to add quantum proof signatures and rollout
B) all infra needs to upgrade (every wallet / exchange / etc
C) every user needs to move funds.
D) deal with satoishi's coins
The quantum resistant UTXO spending model (what @BitGo does today) protects you today, greatly reducing the risk window for (B) and (C). It gives us time for (A) and we still have to deal with (D). So it's not perfect but we should all do it.
