Either:

1) McConnell did have a stroke, or suffered neurological impairment from time unconscious and cannot speak on video.

OR

2) McConnell really wants his staff to act guilty as hell to draw away from something else.

I think it's likely the former, but, with McConnell the latter is always possible.
